there is a big hall next to a school and there are so much graffiti so i think you can make graffiti there idk if you need a permit

Officially, it is not legal, but nobody will give any trouble. The building side at the parking lot is commissioned and not legal. The back walls (the walls with the steel stairs) are the walls where you can paint. It can be that the police ask for a permission letter.
